VALLEY DISTRICT CHAIR
Samantha Emore Higgins


(and Membership Chair)

Biography - A VJJA member since 1996, Samantha was elected as Valley District Chair and appointed as State Membership Chair, effective January 2006. Samantha served as Valley District Treasurer from 1999 to 2005. She has been instrumental in bringing quality training to the Shenandoah Valley and has represented the district at state board meetings since 2004. As a result of the trainings, Valley District membership doubled. Samantha has also been actively involved in VJJA membership recruitment, conference planning and public relations. As part of a public relations campaign in June 2005, Samantha represented the association at the statewide DCJS conference. Samantha has been a Probation Officer with the 25th District Court Service Unit nine years. She is a graduate of Southern Seminary Junior College, James Madison University and Radford University, earning an associate’s degree in business administration, a bachelor’s degree in public administration with a minor in criminal justice and a master’s degree in Criminal Justice Management. Samantha is a native of Rockbridge County, where she continues to live with her husband and two children.
